Mindrealm v1 revision r14 - latest archive discovery fix.

- Both the standalone Update-and-Compile.ps1 and bootstrap Install-and-Compile.ps1
  recognize YYYY-MMDD-HHmm timestamps, and 4-, 6-, or 8-digit trailing second/fraction forms.
- Highest version, then highest numeric revision, then latest encoded timestamp wins.
Download/copy LastWriteTime is never used to override revision precedence.
- Bootstrap auto-detects newest Developer Distribution when no -ArchivePath was given.
Update-and-Compile automatically pairs newest Bootstrap with the same-revision Developer ZIP.
- If multiple projects are mixed in one directory, selection fails instead of guessing.
- Scripts are byte-identical across PHLEGM and Mindrealm; project settings stay in JSON.
- Older unrelated files and good checksum sidecars are preserved; superseded ZIPs
and their SHA256/SHA512 sidecars are archived into Old Builds by the updater.
- Regression test: tests/Latest-Archive-Selection.Tests.ps1 (Windows PowerShell).
- Native Get-FileHash checksum fix from r13 remains unchanged.

How to update existing standalone files:
Extract full archive set into the project workspace, allowing the new
Update-and-Compile-Workspace-Fix.ps1 and Update-and-Compile.ps1 to replace old
copies, then run the updater. It automatically installs the newest bootstrap
and passes the paired Developer archive; no manual revision selection.
